Access configuration

Who may use CtrlShare co-authoring and which documents are eligible. Stored at MainConfiguration.Access (configuration version 3.0). These rules are vault policy, not connection settings, which is why they do not live with the OneDrive credentials. Member names are frozen; carries raw search-condition JSON that the serializer re-emits per object instance, so upgrade code moves these lists by reference.
